I have used BadElf with my iPod and it worked well. I now no longer
need to do so.

If a person buys a GPS app that downloads the maps to the device like Navigon

I believe there are two or three blue tooth GPS receivers now that work with
iDevices. I have not seen or used any of them.
Duel Electronics and BadElf are two I remember discussions about a year or more
ago.
amazon sold them both and I'm thinking there is another, but I can't remember
the name.
I'd suggest a search on Amazon for blue tooth gps receiver and Apple to see
what is currently there.

Asking for a friend, is it possible to use a GPS receiver and GPS apps with
an iPod? If so, would any Gps receiver make this possible?

Subject: Accessibility in iOS 7?
I listened to the Keynote today. I was interrupted during some of the iOS 7
portion when they were talking about the 10 new features.
However, nothing about accessibility was mentioned.
In prior Keynote addresses, they always mentioned accessibility changes,
improvements, etc.
Siri is getting a new voice, but that has nothing to do with accessibility.
In fact, one thing they mentioned that does not sound very good from an
accessibility stand point is the automatic updating of apps.
If they don't allow us to disable that feature, there will be no way to
avoid updating an app that has broken accessibility.
I know there are developers on this list and I know you are all under NDAs,
but it will be good to know if accessibility is being improved rather than
ignored.
Just my two cents worth,
Richard
