Hi Donnie, I just thought I mention that there is no such thing as a data plan for an iPod Touch. There is no iPod Touch model that is 3G/LTE capable, only way to access any data with an iPod Touch is via WiFi so that of course wouldn't be an option for use with any GPS app that requires data.
As Jeff already said, your only option would be an app such as Navigon which allows you to download the map data to your device. If a person buys a GPS app that downloads the maps to the device like Navigon or Tom Tom, then an iPod Touch can be used for GPS. I believe there are two or three blue tooth GPS receivers now that work with iDevices. I have not seen or used any of them. Duel Electronics and BadElf are two I remember discussions about a year or more ago. amazon sold them both and I'm thinking there is another, but I can't remember the name. I'd suggest a search on Amazon for blue tooth gps receiver and Apple to see what is currently there.
