Hi Anthony, I'm in the US, and this app still shows up free for me, though I don't expect it will be for much longer. It's a Free App of the Day selection. Did you double tap on the link? There is an older DocScanner app by the same people, and that app is not on sale. The one I linked was newly released on July 7, 2013, and was $6.99, currently free, version 1.0 of DocScanner Pro. Then there is DocScanner: Scan Multipage Documents to Beautiful PDFs version 6.0.3 that is $4.99 (iPhone and iPad) and DocScanner Classic version 5.1.2 for iPhone only) that is $9.99. All those are different apps by the same developer, and not free.
