As I had written last evening, just about the same thing happened to me. I thought that that it was due to having clicked on "not now," when I was given the choice to automatically update all apps. Well, this morning, when I powered on my iPad and went to the app store, I was presented with about 15 or so apps that could be updated. I did update all of them. I then began to think that, as you said, it must have been a server issue yesterday that was causing all of this strange behavior.
