I would call the Apple accessibility number. That said, there is an interesting issue with VO and some edit boxes in Safari. If you cannot get the edit box to open by flicking to it and double-tapping, find the actual edit box on the display and, whilst holding your finger on it, split-tap with another finger to activate it. Touching the display forces VO to remain focused on where the finger is rather than reacting to modern screen refreshes.
