I know this doesn't necessarily help, but I am also in Canada (in BC) and
SIRI is working fine for me with respect to setting timers or alarms. It
actually seems that these simple things work almost all the time where I do
sometimes have a problem with dialing numbers or dictation. Here I have been
getting a fair amount of "Sorry, I can't do that right now" or similar. What
I also have been getting and that is a new one is that I ask to dial
somebody's phone number who is in my contacts, SIRI will say "Calling so and
so" and then it will almost immediately say "Sorry, I can't make that call
for you".
Quite often when I get the "Sorry I can't do that right now" message I just
try it again right away and it works, in a few cases it doesn't and I have
to do things the old fashion way.

Where in Canada are you?

Well, I'll add in my $.02, as i'm checking e-mail anyway and often feel I
need to jump in LOL.

I, too, have been experiencing problems with siri's responsiveness. I am
quite the loose-leaf tea addict, so have to set fairly specific timers for
my tea to brew. When using IOS6, I could simply say "siri, please set my
timer for four minutes and thirty seconds" and she would do it instantly.
ever since upgrading, I'll ask siri to perform the same task (politely of
course, because I'm a Canadian and that's how we roll), and then i'm usually
met by a stoney silence. I follow that up by frantically swiping around the
screen, and after a bit more silence, will hear things like "things you can
tell me. Ask "Where's Brian?" and not only do I not know Brian, I honestly
couldn't give two flying you know what's about where he is at the moment.
While this very uninspiring exchange is taking place between siri and
myself, my tea is sitting there steeping confusedly, and then I just
manually set a timer and try to account for the fight I just had with siri.

What gives?
