The only way I could fix the 35% volume problem was to go into settings, General, Reset, Reset all Settings.
This fixed the problem, but only for a day or two, and it happened again. I don’t know if this effects all 5S’s, but to me, this is a truly hideous and horrible bug that makes the phone very difficult to use in some cases.
