Hi all,

I just called the Apple Disabilities Department about this issue, and the person I talked to is going to submit this to the engineers. He suggested that anyone who has a problem with this please write to [email protected]. He said the more reports they get the quicker they might look into fixing the problem. Writing to that emaill address goes directly to the people who deal with Voice Over and other excessibility issues.

Hi Ricardo and Jim,

I can confirm the volume not going above 35% once you turn it down below
that number.  Jim I did as you, I reset everything to default and went
through the unpleasant experience of resetting my iPhone.  But I think I
have everything back the way I want it.  It took a good hour to accomplish
this task, but it's done!

I don't know if this effects all 5S's, but to me, this is a truly hideous

I just bought a 5s this afternoon and have been setting it up.  I got the
high-quality voice going, then started messing around with the rotor, sound
volume, VO volume and so on.  I seem to have gotten things messed up so that
when I turn the rotor to volume, I can't get the VO volume past 35 percent.
I powered down the phone and restarted it, but the problem still persists.
I remember seeing something about a similar issue a few days back but don't
recall what the solution is, if any.  Any tips?
