Ah!

I see.  I was hoping when the system sounds reached maxium volume, Voiceover 
volume would keep increasing until the ratio was better balance.  Sorry to hear 
this didn’t work.  The issue with the Voiceover Volume stuck on 35% seems to be 
only on the 5s.  I’m not having this problem on my iPad mini or iPhone 5.
