Hi Paul,
   You don’t actually tap and hold.  You slowly slide your finger up from the 
home button until you hear the same sound you would normally hear when you 
double tap and hold.  At that point, slide one finger straight up.  I will tell 
you that I have found this gesture difficult to accomplish and have better luck 
sliding down to open the notification center from the top of the screen.
