Hi Tara, I can't really tell you what you are doing or not doing to bring up the control center, but you should definitely be able to bring it up if you touch the time in the status bar and then do a 3-finger swipe up the screen similarly how you do a 3-finger swipe down the screen to bring up the notification center. I assume you must be touching somewhere else in between touching the time and doing the swipe.
