Not true at all. When you are inside an app, simply touch and hold for a
second or two on the status bar at the top of the screen until you hear a
sound, then swipe up with three fingers to bring the control center up. No
need to be on the home screen.

Hi Paul,
You don't actually tap and hold. You slowly slide your finger up from
the
home button until you hear the same sound you would normally hear when
you double tap and hold. At that point, slide one finger straight up. I
will
tell you that I have found this gesture difficult to accomplish and have
better luck sliding down to open the notification center from the top of
the
screen.
