Actually, the gesture works in apps as well as from the home screens. The trick is touching the bottom of the display, where the delete button in mail is, for one to two seconds, without moving the finger. In other words, touch and hold until the two ascending tones is heard. After hearing the tones, slide the finger at moderate speed straight up the display. I use this gesture regularly to open the control panel.
