Hello, right. the ability to restore from an iCloud backup is only available during the setup of a device. So, you either have to have got the phone brand new or, you or someone else have first gone to erase all content and settings and wiped the phone clean. You will get a prompt asking if you want to set up as a new device or, use a backup.
