I notice it in the mail. Some times VO jump to the top of the screen, and
some times where VO says updated just now, it means at the button of the
screen. Some times I get this problem reading an email, but just in the mail
app. Anywhere else.

of the data you'd normally have to wait for is already waiting for you.
Are you sure that this problem is not with the apps themselves? I've seen
it in one app, Dice World, but no others. Also, touching the screen
normally brings you back to where you were, so you don't need to flick all
the way back down. I know that isn't a perfect solution, but it may help.
