You could or just use a dummy sim card. So long as one is present the phone will activate successfully.

My iPhone 4 has been deactivated but I can still use all it's apps and can
even update those apps via WI-FI and my home router.  I have turned
automatic updating off because some of my old apps work fine and I'm not
interested in upgrading them because I'll upgrade them on my 5s instead.

Clifton you need a sim card inserted at the time of activation. Once
activated you can remove the sim card and use the phone like an iPod
Touch. My iPhone 4 is set up this way now I upgraded to a 4s.
