You do not have to activate the phone if you do not wish to use cellular
service. What I am referring to is the point at setup where the phone
attempts to be activated with Apple. To clarify one screen will say,
"activating your iPhone this may take a few minutes..." This will fail
unless a sim card is present, even if it is a deactivated one.
