Personally, I don't think the iPad offers anything the iPhone does not in terms of apps. It has a better battery life, and some people prefer the interface that some apps (like Mailor Safari) offer, but that's it. Oh, if you use Mbraille, you can type with your fingers straight across the screen. Low vision users often like the larger screen for viewing magnified images or other low-vision apps, but for a blind person that does not matter.
