I don't find this at all and neither do I experience what 
Fanus describes
regarding having to tap harder on the 5S. For me the 
2-finger double tap
works every time both for answering, hanging up or for 
playing/pausing
audio.

Did you go to Settings, General, Accessibility and turn on 
"Reduce Motion"?
This is definitely advisable since it also improves the 
success you will
have with the fingerprint scanner. When you first double tap 
on it it'
actually not a simple on/off, it first opens another window 
where the actual
on/off switch is located along with a brief explanation as 
to what it does.
So, I would check it and if it's off, do turn it on and see 
if that helps at
all.

If it doesn't I think the issue is not with the phone but 
the quality of
your double tap. I don't want to sound patronizing, but 
sometimes we think
we did a particular gesture and something else happens and 
for me at least
in most cases I find I was sloppy performing the gesture. I 
would suggest
you go into practice mode and practice your 2-finger double 
tap and see if
Voiceover tells you the correct answer as to what the 
gesture you just did
will do. It should say this:

2-finger double tap: start and stop the current action.
For example, answers and hangs up a telephone call, starts 
and stops
playback of music and video, starts and stops the stop 
watch, starts and
stops video recording, takes a picture in camera, starts and 
stops voice
memo recording, pauses and resumes voice mail message 
playback, stops custom
voice mail greeting recording.

One thing they didn't include in this list is that in iOS 7 
a 2-finger
double tap in any edit field except for password fields also 
starts and
stops Dictation as long as your virtual keyboard is visible 
on the screen.

You can enter help/practice mode either via the 
Accessibility menu or by
performing a 4-finger double tap. You can exit by doing 
another 4-finger
double tap or a scrub gesture or you can of course just 
press the home
button.

The two-finger double-tap to answer calls can be a dicey 
proposition at
times on my 5S, but it was that way on my iPhone 4, too.  So 
I don't think
your problem lies specifically with the 5S.
