Yes, as are all iPhones. However, I strongly encourage you to wait until the end of the year, so you can get a much better phone than a 4S. If the past is any indication, after the iPhone6 model(s) hit, you will be able to get a 5 for free, or a 5S for $100 with contract. The 5 and later are a big step up in terms of power and speed from the 4S, so if possible hold off for now. Just my opinion of course.
