If your computer crashes, it is unlikely that your phone will crash at the
same time. You can always backup your phone to your computer again when it
is back in shape. An iCloud backup is always good and I always do the
encrypted backup to iTunes which does backup everything. If a newer version
of an app is no longer accessible and you kept the old version for that
reason, restoring from iCloud will give you back the latest version of the
app which is no longer accessible.  The iCloud does not backup everything as
Jonathan explained so it is much safer to do both.

Okay, if I decided to  back up everything on my phone through  my computer
and iTunes, and what happens if my computer crashes and  burns  then backing
everything on my phone to my computer and iTunes was a waste? 

 

I don't have an exturnal hard drive  to make sure  all my backing up my
Iphone  is on the hard drive and on the computer. So then what?

 

I thought iCloud backed up and stores everything in ones IPhone.
