You know, at one time, I was following this thread but it got so long that I completely forgot the original question.
Regardless, I can confirm one thing; that being that I am using Windows 7 running Outlook 2007 with the Apple iCloud Control panel working perfectly. On a different computer, I am running Windows 8.1 with Outlook 2010 with the iCloud control panel installed and it, too, works just fine. When I add, edit, or delete any Reminders, Contacts, Notes, or Appointments on any iCloud enabled device, including copies of Outlook on either Windows 7 or 8 they are, what seem to be , instantly synced across all my devices. I do not use either WiFi sync or iTunes for this purpose.
