Finally figured it out- Had downloaded iCloud control panel but did not continue with set-up when notified that WIFI was required. Now that I have an upgraded data plan, I can do this over cellular. It did sync my contacts- but unfortunately not just the ones for my phone but all other Outlook groups also. Had trouble with JAWS and the control panel. Is it more accessible to go to iCloud to change sync settings?

The idea is to store your data in the cloud then sync it to any devices that you want, such as to an iPhone, an iPad, and perhaps Outlook on a PC.
