I don't know what that app is but I have had this happen to me with the audible app. I cleared my app switcher and it solved the problem. I can't remember if I rebooted my iPhone after I cleared my app switcher. This has only happened to me a couple of times. Also, as mentioned before, check the app settings to make sure the app is set to play when the iPhone is locked.
