This behaviour is normal, proper, and expected. You are not listening to a 
television stream, you are watching it. In order to watch a television stream, 
the screen must be unlocked so it is active. Sighted people do not want the 
sound without the picture. I seriously doubt this behaviour will change as 
many, many sighted people would become very upset.
