If you want your brightness to stay at zero, you'll have to make sure to turn off the auto brightness setting in settings/brightness and wallpaper. Then you can turn your brightness down to zero and it will stay there. I do things this way because I rarely give my phone to sighted people. If I do need to show someone something, I just turn up the brightness using the control center, then turn off VoiceOver. When they give the phone back to me, I just turn VO back on, turn down the brightness, and continue with what I was doing earlier.
