I tried Money Reader and it works for me too and yes, I could not resist, I updated the iPhone 4s.

Open Settings, then go to Privacy, then Camera. 2. In the list of apps, find Money Reader and see if it is on or off. 3. If it is off, double tap to turn it on. This will let the app access the camera; it sounds like it might not have that permission right now.
