I've seen this, sort of. Take the Mail app for example. When doing a search with it, I've had to tap on the field twice to get the keyboard to load. Sometimes it loads in the first try, but more often than not, I have to find the search field again and double-tap it. If you then double-tap it a third time, VoiceOver says "insertion point at end."This means that the keyboard popped up on the second time, but you don't always get the little swoosh noise to let you know that it has. And you definitely don't get VO telling you the second time you double-tapped the search field that you're now in editing mode.
