Actually, I have been seeing that often times one has to tap an app several 
times to get it to open, variable but I often have to try more than once to 
open it and occasionally in the past four days I have had to ask Siri to open 
an app even if my selection is on it and I have tapped twice more than once.  

I dislike using the iPad because it seems you breathe on it and it flies 
anywhere, at least mine does but the phone right now is being temperamental but 
it is new and I am adjusting to the screen size from 4S to 6, fingers are 
getting there except the fingerprint option that is.

I've seen this, sort of. Take the Mail app for example. When doing a  search 
with it, I've had to tap on the field twice to get the keyboard to load. 
Sometimes it loads in the first try, but more often than not, I have to find 
the search field again and double-tap it. If you then double-tap it a third 
time, VoiceOver says "insertion point at end."This means that the keyboard 
popped up on the second time, but you don't always get the little swoosh noise 
to let you know that it has. And you definitely don't get VO telling you the 
second time you double-tapped the search field that you're now in editing mode.
