Well, I emailed Accessibility, and they said they couldn't reproduce the
bug. They suggested that I switch the home click speed to slower instead of
default, and so far that has fixed it.

Likewise. I thought it was my aging 4S. When I looked at an iPhone 6 and 6
plus at best buy, I didn't notice this behavior. But it is really consistent
on my 4s.
