One small caveat is that SIRI needs to be enabled and available for this
to work. Probably not an issue, but if you have no cellular service and
you're not set up on wifi yet then you'll need to find another method.

You can just hold down the home button until you hear the tone and then
tell
Siri, "turn Voice Over on" and she'll do it for you.

Subject: How Is VoiceOver Enabled via iTunes?
I know that during past ventures into iTunes I stumbled over a feature that
would permit one to enable VoiceOver from the iTunes screens. But for the
life of me, I cannot now find that feature now that I need to enable
VoiceOver on my newly acquired iPhone 6.
Can anybody give succinct, step-by-step instructions as how to do this in
iTunes?
