You can still tell Siri to turn Voiceover on. Just hold down the home button till it chimes, then give the command. The accessibility shortcut for turning Voiceover on and off with the home button is to press it three times very quickly. You will probably have to set this up for the first time. You'll need sighted help, but then the shortcut will always work. Go into settings, general, accessibility, and find "accessibility shortcut". When you choose this, you'll get a list of things that triple-click-home can do. Choose Voiceover and you're all set.
