Make sure that this is setup in accessibility settings. If it is then it is a 
triple click of the home button not a 4-times click.

Subject: turning voice over on and off

 

List, 

This is to clarify the issue in my previous message.

Recently Apple Care replaced my 9 month old 5S running latest IOS 7 with a new 
5S also running latest IOS7

On my  old 5S, I could press the home key four times quickly to toggle voice 
over on and off so my sighted wife could use the phone with regular IPhone 
commands. This command is not working on the new phone.

 

I can still use the three  finger   double tap to turn speech on and off, but 
that does not turn voice over on and off. I can still have Siri turn voice over 
off, but then I need sighted assistance to turn voice over on again. 

Any thoughts.
