I still can't see the distinction; clicking the Home button 3 times is all it takes to turn voice over off/on when it is set. Since you had your phone reset, it is almost certainly not set now. But pressing and hold the Home button until you hear that double beep that Siri does, then say "turn voiceover On", and she should do it. Then you do as Chris said, think it was Chris, I know I did too; settings/general/accessibility and find that accessibility short cut thing so you can change the triple click home to voiceover. The default is None.
