I still can't see the distinction;  clicking the Home button 3 times is all 
it takes to turn voice over off/on when it is set.  Since you had your phone 
reset, it is almost certainly not set now.  But pressing and hold the Home 
button until you hear that double beep that Siri does, then say "turn 
voiceover On", and she should do it.  Then you do as Chris said, think it 
was Chris, I know I did too;  settings/general/accessibility and find that 
accessibility short cut thing so you can change the triple click home to 
voiceover.  The default is None.

This is to clarify the issue in my previous message.
Recently Apple Care replaced my 9 month old 5S running latest IOS 7 with a
new 5S also running latest IOS7
On my  old 5S, I could press the home key four times quickly to toggle voice
over on and off so my sighted wife could use the phone with regular IPhone
commands. This command is not working on the new phone.

I can still use the three  finger   double tap to turn speech on and off,
but that does not turn voice over on and off. I can still have Siri turn
voice over off, but then I need sighted assistance to turn voice over on
again.
Any thoughts.

P.S. I am fairly New to this helpful list and appreciate the tips..
