You are writing to a very old thread so I doubt that the problem is
"exact the same". It would be helpful to know the following info to be
able to troubleshoot the issue effectively:

1. What VisualSVN Server version is installed on the sever machine?
2. What TortoiseSVN version is installed the Windows 7 machine?
3. Show us the exact and complete wording of the error.
4. Show us logged events in VisualSVN Server log. See
"Where VisualSVN Server logs are stored":

The very first clue: is there any antivirus application installed on
your Windows 7 machine? I suggest temporarily *removing* it to see
whether it changes the behavior or solves the issue. I'm emphasizing
the *removing* part because some antiviruses still work even in
disabled mode.
