Some additional info: The error also appears in SmartSVN version 7. This leads me to believe that the client software is not in any way part of the problem.
Just for testing, I created a virtual WinXP machine using Oracle's VirtualBox VM, running on the Win7 machine host systems. I installed SmartSVN inside the virtual WinXP environment and I still get the same error. This leads me to believe that virus software is not an issue. Probably something more low-level in the Win7 network layer.
