This is positively trivial!
And it's fun! And it's cool!
PIPE [scif traffic] | [convert to ascii] | UDP
where "[scif traffic]" is some stage (in REXX or a combination)
to slurp up your OPERATOR traffic, and "[convert to ascii]"
is something to translate EBCDIC to ASCII *and* add the
correct UDP bits. But it's really easy to do!
