Are you aware of IBM ESL OTC pricing for 8 MIP FLEX-ES boxes?
It is going to be discontinued Dec 31, 2005.

We are going to downsize our 18 MIP FLEX-ES box in a few years
to an 8 MIP box and then run the ESL software.  So we
purchased an ESL license that will not be used until the
downsizing.  Even if we only run the 8 MIP box for one year it
will be a large savings in cost.

ESL software is frozen at the z/VM 3.1 and VSE/ESA 2.7 levels.
