Imagine that you have a very large CMS file, and the place in which it 
resides is too small to hold another copy. 
Short of reading the whole file in (PIPE, COPYFILE, XEDIT, etc.) is there 
a quick and easy way to...

1) Change from RECFM F to RECFM V, truncating trailing blanks.
and as long as I'm asking...
2) Change from RECFM V to RECFM, padding with trailing blanks.

This question came up when using FTP to GET a RECFM F file from MVS, and 
wanting it to be RECFM V when written on VM (no need to take up more space 
than needed). 

Seems like I used to know a trick answer to this.  :-(
