Have you thought about using the XEDIT commands 'set recfm' & 'set lrecl'?
I have had the opportunity and it worked just fine.

Roger,

COPYFILE will read and re-write the whole file.  It just seems like there 
used to be a trick way to change the RECFM, and not muck up the whole CMS 
file system, without reading and re-writing the whole file.  It certainly 
doesn't make sense to me that there is a way (have to RDWs when going to 
RECFM V files, have to strip them when going to RECFM F files).  But I 
have this dim (probably dim-witted) memory of some long-ago trick to do 
it.
 
Certainly COPYFILE (or PIPEs) would (especially to a fast 
VDISK-in-memory).  But then you need all the proper backup techniques in 
case something goes wrong after erasing the original file and before 
re-writing it from the VDISK.

Did you try COPYFILE / ( RECFM V TRUNC   
to copy the file into itself changing the record format to variable and 
truncating trailing blanks. 
COPYFILE / ( RECFM f LRECL nnn 
to go the other way. 

Are you saying you can't get a temp disk large enough to do the copy?
