Did you try COPYFILE / ( RECFM V TRUNC  
to copy the file into itself changing the record format to variable and truncating trailing blanks.
COPYFILE / ( RECFM f LRECL nnn
to go the other way.

Are you saying you can't get a temp disk large enough to do the copy?
