Yes, if the dependencies are set up properly by the Makefile.PL.  You
should always make the TEST target before installing anyway, and that
should pick up anything that remained unbuilt by making ALL, as is
the case with DBI.  Or you could delve into the bowels of MM_VMS.pm
and fix whatever is going wrong :-).
