No, it isn't. (Better not be, at least--someone did some horrible things to
make it work if that was the case) CXX is the C++ compiler. Perl stuff on
VMS does *not* build with C++.
You need to use Compaq C to build perl modules. Compaq C++ won't work,
unfortunately. They aren't compatible with one another, at least not this way.
