Whether or not the Extended Effing Cache deserves its nefarious
reputation, we apparently can't pin this one on it ;-).  I disabled
XFC and rebooted and got the exact same symptoms.  Note that the
symptoms were absent under VMS 7.3 with XFC ECO 2.0.

So, it's something about 7.3-1 but not the 7.3-1 that you're running,
Peter.  I seem to remember Steve was running an AlphaServer 400 and
I've got a DPW 500au.   Neither system is a candidate for the other
7.3-1 ECOs that address 6.3 firmware and cpu routines for galaxy
class systems.  Steve, could you comment on what ECOs, if any, you've
applied?  Other than the RMS one, all I've applied is the TCP/IP one,
and it's hard to see how that could be involved.
