I updated to CC V6.5 but alas it "stalled" at exactly the same place.

I even tried recompiling MMK from source with the new C compiler version.

Do you recommend that I install the RMS patch?  Or any others for that
matter?

I can answer the search question:

$ PRODUCT SHOW HISTORY *_RMS* (or even $ pro sh h *_rms*)

will work; all the recent Alpha VMS patches have been distributed with PCSI,
as opposed to numerous layered products and 3rd party products which still
use VMSINSTAL... the only difference is my technique saves a few
keystrokes...
