You can see the patch history for your system by doing:

$ product show product/full vms

Your perl -V shows you are on 7.2-1, which is a circa-1999 release and has had a lot 
of patches.  7.2-2 is the supported replacement for it and the final 7.2-x release.  
However, without more analysis I have no reason to suppose patching your system would 
address the Perl test failures you are seeing.

Do you know what particular quota you ran out of?


How does your test run look without a TEST logical name in your environment?
