OK, I think I conflated up-to-date Perl with up-to-date Apache.
There's no reason I know of offhand that mod_perl for Apache 1.x
could not be rebuilt using the current Perl version.  It's possible
that a simple rebuild against a current Perl source kit is all that's
necessary.

You'd need to ask for the mod_perl sources.  I just checked and they
are not in the Apache 1.x source kit released by OpenVMS Engineering.
This based on the assumption that the VMS changes to mod_perl (like
the rest of the Apache modifications) were not incorporated into the
authoritative sources at the Apache foundation.
