Thanks for the report.  I've successfully built it under SIMH v3.7-3
with 64MB assigned, OpenVMS VAX v7.3, C v6.4-005, host system Power
Mac G5 dual 2GHz.  PGFLQUO was 73444 and working set as follows:

$ sh work
  Working Set      /Limit=1024   /Quota=2048    /Extent=20500
  Adjustment enabled      Authorized Quota=2048  Authorized Extent=20500

You could try disabling compiler optimizations as your problem is
very likely the compiler getting hung up trying to do an optimization
that won't converge.
