I'm sorry but service mode in W98SE DOES allow log on remotely.

Start button || Run... || winvnc.exe -install
and ''voila'', WinVNC installed as a service.
(Not installed in Start folder but on registry HKEY_LOCALMACHINE\....
\RUNSERVICES\WinVNC="C:\\WUTIL\\NETWORK\\Tightvnc\\WinVNC.EXE -service")

The only ''problem'' (it's no problem but it's behaviour):
  When you start WinVNC (app mode) asks you for password and options.
   When WinVNC starts itself in service mode, ASKS YOU AGAIN!!

When WinVNC it's launched as service, have a cofiguration profile at
HKEY_LOCALMACHINE but when someone logs on (or simply launched as
Aplication) it's config it's at HKEY_CURRENT_USER.

Example:
 If you install WinVNC as above and confirgure (password, optiopns...) and
display 0; reboot.
BEFORE LOG ON, your configure same as above but display 6, an then log on.

To log on this machine you need to point to display 6 but after logon,
client loses link and then reconect but display 0 and works 100%.

Strange Behaviour but EXPLANABLE and easy understand.
