I think you should use the registry rather than the WIN.INI file.

The Run keys (HKEY_LOCAL_MACHINE and HKEY_CURRENT_USER) and StartUp 
folder are loaded *after* the user logs into Windows 95, Windows 98, 
and Windows Me. 

The RunServicesOnce and RunServices keys are loaded *before* the user 
logs into Windows 95, Windows 98, and Windows Me.
